Policy
An allocation policy has been established which utilizes a base percentage for each of the six program areas and provides a small amount to be allocated to address University priorities. The base percentage for the five program areas and University Priorities were originally established for a two-year period (1994-95 and 1995-96) and according to policy, have been reviewed every two years to determine whether a change in the percentages should be made. The most recent review, conducted in the Fall of 1998 by the Level A Review Committee (2 Academic Deans, 2 Faculty members of the Senate's University Budget Committee, a representative from each University division (5), and the University Budget Officer), resulted in seven recommendations which were approved by the President in Spring 1999. The recommendations were as follows and are shown in the chart below:
- Having heard proposals from the President, Vice Presidents, and the Athletic Director, the committee recommended that the current Level A percentages (adjusted only by direct Chancellor's Office allocations) should not be permanently changed at this time, but rather the issues raised should be addressed through Recommendation # 2 or the Reserve.
- The committee recommended that the current Plan for Excellence Fund be re-designated as the Strategic Planning Fund and that it be used to support those issues that further the University's mission. It is intended that this support be on a one-time or limited time frame basis. If permanent allocations are deemed critical to the success of the initiative, then the fund could be "refreshed" on an annual basis up to level of $500,000. The refresher funds would come from new funds received. In a year when the University does not receive and new funds the Strategic Planning Funds would not be refreshed.
- The President and the Cabinet, using normal campus consultative processes, would allocate the Strategic Planning Fund for those issues which best support the goals and mission of the University.
- The committee recommended that all identified permanent allocations in the University Reserve be distributed to the appropriate campus areas or funded in another matter. In the future, issues requiring permanent funding should come from "off the top" or from the Strategic Planning Funds (as described above) so as to not reduce the ability of the University Reserve to fulfil its intended purpose. Effectively, this distribution will reduce the Reserve to approximately $1,500,000, or the original recommended amount.
- The committee recommended continuing the review of Level A percentages every two years. The next review would be in FY 2000/01 for FY 2001/02.
- The committee recommended that an annual review of the Strategic Planning Fund be accomplished in order to determine 1) if the funding level recommended by the Level A committee is appropriately meeting the needs of the campus community and 2) if any recommended changes should be made permanent. This would be accomplished by reviewing the reports on the progresses made by the areas funded by the Strategic Planning Fund.
- Finally, the committee recommended that system-wide programmatic data from the Financial Information Reporting Management System (FIRMS) be reviewed as a possible source of new Level A percentages.
