Vice President for Administration
Subject: SIP Meeting - November 17, 1997
At the most recent System-wide Internal Partnership (SIP) meeting, campus
representatives learned that several documents, which will collectively
structure the "CETI deal," are being drafted for review by the campuses.
The series of documents will ultimately replace the business plan that was
previously distributed to the campus community. The first draft document,
The California State University Commission on Technology Infrastructure and
Partnerships, became available on November 19 and will be on our web-site
(http://www.csufresno.edu/ait/ceti/siphome.htm) in the next few days under
The CETI Files. Hard copies of the document may also be obtained by
contacting Jo Ann Collins at joannc@csufresno.edu.
On December 1, the following documents will be made available for campus
review and input:
Formation of the CSU Auxiliary
Articles of Incorporation
Lease and Operating Agreement
Education Training Plan
The following documents will become available for review and input on
December 3:
Financial Plan
Revenues
Expenditures
On December 5, the following documents will be made available:
Formation of CETI as a limited liability cooperation
User Services Model
Financial Plan
Financial Proformas
Campus Financial Impacts
On December 15, the following documents will be made available:
CSU Infrastructure Implementation of Services Plan
Master Services Agreement
Scope of Work
Network and Physical Plant
An Asset Valuation document will be available for campus review on January 5.
Obviously the above schedule is quite aggressive, and there may be some
changes. However, the schedule represents the most recently expressed
goals for sharing draft documents with the CSU campuses. The target date
for signing the Master Services Agreement is now January 27, 1998.
I encourage you to review the draft "works in progress" as they are placed
on the web-site and forward any comments, suggestions or emendations you
may have to either Jo Ann or myself. I will appreciate receiving your
feedback before January 10, if possible, in order to ensure adequate time
for careful review by the CSU team.
You may also be interested in reviewing the most current CSU position, a
document which replaces the previously issued "principles." The position,
dated November 1997, reflects the current status of talks between the CSU
and the corporate partners. In other words, there is tentative agreement
among the parties on the current CSU position. The CSU position may be
seen at the above web site under The CETI Files.
