Humboldt/Resolution on CETI

The following resolution passed unanimously at the November 4, 1997
 HSU Academic Senate meeting:

RESOLUTION ON THE PROPOSED SYSTEMWIDE INTERNAL PARTNERSHIP (SIP) AND
CALIFORNIA EDUCATION TECHNOLOGY INITIATIVE (CETI)
(#07-97/98-EX)

WHEREAS,  The proposed CETI public/private partnership with the CSU raises
          serious concerns that center around the protection of intellectual
          property rights, employee rights, governance issues and academic
          freedom; and

WHEREAS,  The proposed CETI public/private partnership business plan is both
          complex and unprecedented; and

WHEREAS,  The rapidity with which the proposed CETI public/private
          partnership is proceeding towards settlement is thwarting careful
          consideration of its implications and ramifications at Humboldt
          State University and the CSU; and

WHEREAS,  The proposed CETI public/private partnership will have a profound
          impact on higher education and therefore demands thoughtful and
          careful consideration and analysis; therefore, be it

RESOLVED: That the Academic Senate of Humboldt State University recommend to
          the CSU Board of Trustees, the Chancellor and the Chancellor-elect
          that faculty, students and staff participate directly,
          meaningfully, and deliberatively in the review of the SIP
          technology infrastructure initiatives and the current CETI
          proposal; and be it further

RESOLVED: That the Academic Senate of Humboldt State University recommend to
          the CSU Board of Trustees, the Chancellor and the Chancellor-elect
          that they consider extending the proposed December 15, 1997
          decision date on the CETI/CSU partnership agreement to enable more
          careful consideration by CSU faculty, students, and staff.
