Build-Out Basics

  1. Construction of the Telecommunications Infrastructure project is dependent on passage of Proposition 1A, part of the November 1998 ballot.
  2. Implementation strategy includes a two-stage approach utilizing both capital and support fund sources, and representing two interrelated but distinguishable tasks.
  3. Stage 1, the capital outlay portion, is scheduled for implementation in a phased approach over four years beginning with the 1999/00 capital outlay program, following the P/W/C sequence.
  4. Capital outlay will provide funding for construction of the inter-building pathways, intra-building pathways and intra-building media distribution. However, the intra-building media installation will be combined with the installation of inter-building media and terminal resources in Stage 2.
  5. A parallel implementation process will begin in the second year of capital outlay bond funding to furnish the campuses with support budget funding for Stage 2 inter-building media and terminal resources.
  6. Management of the Stage 1 construction of pathways and service spaces will be at the direction of the campus management structure with specific responsibilities shared by the campus executive deans and information resource managers (IRMs). The CSU Minimum Baseline standards will be applied to the design and construction.
  7. It is expected that the campus executive dean will be the lead on matters concerning the Stage 1 construction project, with the IRM working with the executive dean to insure proper design and workmanship.
  8. The inter-building and intra-building media and terminal resources will be acquired and installed through a Stage 2 bid for the entire CSU, thereby insuring competitive prices, adherence to standards to meet interoperability goals, and facilitation of equipment renewal on an established schedule.
  9. The entire Stage 1 project is to be designed jointly by the engineering consultants RMI and P2S. This team will complete all the design through working drawings and provide construction administration services during construction. Peer review of the design work will be provided by a third firm to be selected for its particular expertise in network design, and that third firm will then take a lead role in the design and field oversight work for Stage 2.
  10. The Commission on Telecommunications Infrastructure will be responsible for oversight of the build-out.
