Subject: Campus Input for SIP Negotiations with GTE

 

During this period of negotiations between the SIP Development Team and the GTE Team, the input of the various campus constituencies will be very important. The input will be used to help define and structure a "good deal" for both the CSU and California State University, Fresno. For your reference, a copy of the GTE Summary is attached. As you review the proposal and related materials, you are asked to consider the following.

As the deal is negotiated, which of the principles (attached) are most important. If a principle were taken off of the table, what would the University want to receive in return?

Is the fiscal framework accep table to the University?

Is the fiscal framework achievable or realistic?

What are the not-so-transparent flaws in the proposal?

What is the University giving up, if anything, and what will the University receive in return? Or if we give up X, the University must get Y.

What concerns must be taken into account?

What is the desirable governance structure?

How will the CSU grow in the partnership, assuming more significant profits than are currently anticipated accrue to the partnership or the various corporate entities?

What will be the impact upon extended education and distance leaming initiatives?

What incentives are in place to ensure that California State University, Fresno benefits from participation in the partnership?

It will be most helpful, if the input not only raises questions, but provides the desirable outcomes within the context of the principles that have structured the proposal, reasonableness and good faith negotiations. Input should be forwarded to Vice President Benjamin Quillian either by hard copy through campus mail (NVS #52) or by e-mail (quillian@csufresno.edu) no later than Friday, September 26, 1997.
