The September 24, 2010 issue of The Collegian quotes Dr. Peter Van de Water, ICOA affiliated faculty in the Department of Earth and Environmental Sciences, in an article on Proposition 23, which would weaken, and for all intents and purposes suspend, California's landmark bill to address global warming and climate change (AB 32).
