The Department of Homeland Security (http://www.dhs.gov) initiated a fee of $100.00 U.S. which began Fall 2004 for all new F-1 and J-1 applicants. This fee is required under SEVIS (Student and Exchange Visitor Information System) and is used to cover costs of program operations.
Who must pay this fee:
F-1 students and J-1 Exchange Visitors beginning new programs with documents (I-20 forms for F-1s, DS-2019 forms for J-1s) issued on or after September 1, 2004, will be required to pay the $100.00 fee before applying for a visa. Those nonimmigrants already in the United States under another immigration status who want to change to F-1 or J-1 status , will pay the required fee before applying for a change of status to F-1 or J-1. Canadians will be required to pay before going to U.S. Port of Entry. The fee cannot be paid at the port of entry. The $100.00 SEVIS fee is in addition to any other application fees.
Exemptions and Special Cases:
F-2 and J-2 dependents are exempt from the SEVIS fee. J-1 visitors whose DS-2019s are issued by the U.S. government are also exempt.

The instructions along with a completed sample of the Western Union form can be found on Western Union's website (http://www.westernunion.com) or the U.S. Customs and Immigration Enforcement website (http://www.ice.gov/graphics/sevis/i901/wu_instr.htm) or contact your local Western Union office.
In the case of a new student applying to more than one school, is the SEVIS fee transferable?
Yes. The Department of Homeland Security has confirmed that fee payment made on one SEVIS ID number (i.e. I-20 form) can be applied to another SEVIS ID number issued to the same individual. The new student will need to bring proof of the SEVIS ID number connected to the SEVIS fee - i.e. the unused I-20 or DS-2019.
