Voluntary programs to avoid layoffs

As was discussed at the campus Budget Forum, the budget situation in this state is such that there have been significant reductions imposed on the CSU 2004/05 budget. There have been lengthy discussions on this campus about how we can meet the reductions. Unfortunately, it has been determined that three layoffs may occur in CSEA unit 9 on our campus.

The affected employees have already been notified.  In an attempt to mitigate the impact of these reductions, the University is announcing a number of voluntary time-reduction programs available to CSEA employees which might generate full- or part-time positions.  Those who may be interested in volunteering but who are in positions covered by other collective bargaining agreements should contact Human Resources at 278-2364.

Please be advised that approval of individual requests must be weighed against the operational needs of the department and the University.  If approved, the implementation of these voluntary programs may be an important factor in lessening the budget impact for our campus.  Please be aware that an individual who is approved for participation in a voluntary program may still be subject to layoff.

The options that you may consider include:

Time base reductions by reducing your position, for example, from full-time to part-time by reducing the number of hours worked per day or days worked per week.

Reducing the amount of time worked in a year by changing from a 12 month to a 10/12 or 11/12 pay plan.

Taking a one-year leave of absence without pay (full or partial leave)

Procedures for requesting a voluntary reduction:

If you are interested in requesting one of these options, but have questions about the impact on your current employment status, please contact the Benefits office at 278-2155.

Submit a written request to your manager as soon as possible but no later than Monday, May 24, 2004.

Your manager will review your request and indicate whether or not it can be supported before forwarding it to your Vice President for approval.
